On March 27th, the fifth session of the fifth member representative meeting of the Shaanxi Textile Industry Association and the High-Quality Development Conference of Textile and Clothing Industry in Shaanxi (Ankang) were grandly held in Ankang City. At the meeting, experts from the China Textile Industry Federation and Xi'an University of Technology gave reports from perspectives of global textile industry trends and new quality productive forces regarding the intelligent manufacturing of Shaanxi's textile industry; the Ankang Municipal Industry and Information Technology Bureau made a special presentation on the textile and clothing industry, and some domestic clothing and textile enterprises made exchange speeches. The meeting also held the strategic cooperation signing ceremony between China Standard Industrial Group and Ankang University, and the provincial textile association. 

This conference, with the theme of "Innovation-driven, Green Transformation, Intelligent Future - New Paths for High-Quality Development of Shaanxi's Textile Industry", was hosted by the Shaanxi Textile Industry Association and the Ankang Municipal Bureau of Industry and Information Technology. It was guided by the China Textile Industry Federation and the Shaanxi Provincial Department of Industry and Information Technology. Over 170 experts, scholars, and representatives from member associations in the textile industry from across the province gathered to discuss major plans for industrial upgrading and jointly explore new chapters for coordinated development. 

Creating a new pattern within the profound accumulation of history 

Yan Yan, the vice president of the China Textile Industry Federation, delivered a keynote speech titled "Global Textile Industry Trends and Opportunities in Shaanxi" at the meeting. The speech was based on a global perspective, comprehensively presenting the achievements of the modern textile industry system construction during the "14th Five-Year Plan" period, deeply analyzing the new trends in international textile industry transformation, technological evolution, and green and low-carbon development paths; at the same time, it closely focused on Shaanxi's resource endowment, geographical advantages, and industrial foundation, systematically outlining the strategic fulcrums and key opportunities for the cultivation of county-level industrial clusters and the transformation and upgrading of regional economies in Shaanxi for high-quality development. 

When discussing the industrial advantages and highlights of Shaanxi Province, Yan Yan pointed out that: Firstly, it has a profound historical foundation. Shaanxi was a key location for the establishment of China's textile industry, accounting for 15% of the province's total industrial output value, 20% of its profits and taxes, and 40% of its foreign exchange earnings. Secondly, it has formed a complete system centered around cotton spinning, covering clothing, home textiles, silk, dyeing, and textile machinery. Thirdly, it has abundant scientific and educational resources. There are textile and clothing-related universities such as Xi'an Polytechnic University, and Changling Textile Electric and Yuanfeng New Materials have technical advantages in textile testing and industrial textiles fields, providing continuous intellectual support and technological innovation impetus for industrial development. Fourthly, characteristic industrial clusters have initially taken shape. In the Guanzhong region, functional workwear and industrial textiles bases have been formed; in Yulin, Shaanxi Province, the output of wool thermal protective clothing accounts for about 70% of the national total; in Ankang, Shaanxi Province, it has become the largest raw silk cocoon base and a production base for plush toys in Northwest China, with distinct regional characteristics. When discussing the path for high-quality development of Shaanxi's textile industry, Yan Yan provided in-depth analysis from five aspects, including reshaping the "one entity with two wings" new pattern, to offer authoritative guidance and reference for the Shaanxi textile and garment industry to grasp the overall situation and make precise layouts. 

Promote the transformation of industries in Shaanxi to be more intelligent, green and high-end. 

At the fifth session of the fifth member congress of the Shaanxi Textile Industry Association, Yan Jiamin, the president of the Shaanxi Textile Industry Association, delivered a work report titled "Party building leads the way, deeply engage in the industry, connect with the government, care for members - jointly promoting high-quality development of the Shaanxi textile industry." 

He emphasized that the association's work has always adhered to the principles of serving the overall situation and integrating into the provincial development strategy, closely following the "from a piece of coal, a barrel of oil, a piece of cloth to a piece of clothing" full industrial chain layout in Shaanxi; at the same time, it has persisted in serving enterprises, providing precise support to alleviate difficulties and problems, promptly reflecting common industry issues and enterprise demands, assisting members in solving development problems, promoting the healthy development of enterprises, and facilitating the coordination of the industrial chain; helping Meixian Textile and Clothing Industrial Park be selected as one of the first "one county, one policy" key cultivation lists for textile and clothing industrial clusters in the central and western regions (county-level); supporting the growth of特色产业 such as Ankang sock industry and Shaanbei cashmere industry. The association also focuses on the "five-one" project， promoting the high-quality development of the industrial chain cluster， strictly implementing the deployment of the Provincial Social Work Department, the Provincial Civil Affairs Department, and the Provincial Industry and Information Technology Department， taking the leadership of the Party building as the starting point for the high-quality development of the industrial chain and industrial cluster， and promoting the implementation of the "five-one" key tasks in a proactive manner， and successfully passing the assessment and acceptance by the Provincial Social Work Department. He stated that 2026 is also a crucial year for the improvement and efficiency enhancement， as well as the transformation and upgrading of the Shaanxi textile and clothing industry. The entire industry must adhere to steady progress while seeking improvement， with new quality productive forces as the main line， and accelerate the transformation towards intelligence， greenness， and high-endization.
